Regional Access Advisor

Job Overview

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for an experienced Regional Access Advisor to provide targeted and high-quality guidance and support to country operations in Algeria, Libya, Sudan and Tunisia as a means to assist each in developing and maintaining effective strategies and tools for engaging with government authorities and other actors and stakeholders influential in gaining and maintaining humanitarian access across the organization’s areas of operation.

About the job

In close consultation with regional and country safety and senior management teams, the Regional Access Advisor will provide technical support to program teams, including support in designing access strategies and tools, training staff, offering advice on programmatic and operational matters and developing and maintaining access-related information management systems. Your main duties and responsibilities will be:

Access Strategy Development

  • Support country teams to map, plan, and coordinate ongoing engagement with key stakeholders in relation to humanitarian access.
  • Collaborate with country teams to develop country and area-level access strategies and action plans. This entails supporting teams to develop clear messaging and a comprehensive understanding of DRC policy and positions related to access and program negotiations.
  • Identify, design and train staff on standard operating principles and tools necessary to operationalize country and area-level access strategies.
  • Advise Country Directors and senior management teams on access-related policy positioning.
  • Support advocacy and communications staff in developing coherent and complimentary advocacy and engagement strategies, key messages and talking points.
  • Contribute to global processes around the development and implementation of humanitarian access policies, guidelines and tools.

Capacity Building

  • Provide technical support, training and coaching to country-level staff in topics including, but not limited to, negotiation techniques, access event tracking and monitoring, access and safety analysis, reporting, and advocacy for principled humanitarian access.
  • In collaboration with the regional and country safety teams, support regional and country-level Incident Management Teams (IMTs) to further develop their knowledge of access principles as well as associated guidance and tools.

Programmatic and Operational Support

  • Support country teams to adapt programming and monitoring practices to take account of access constraints.
  • Collaborate with country teams to develop or improve tools for remote management and monitoring.

 Information Management

  • Develop and harmonize access-related indicators for tracking access trends over time. This will entail collaborating closely with country senior management, MEAL and safety teams.
  • Refine systems for tracking negotiation agreements and ensure the clear consolidation and analysis of information as a means to adapt and learn.
  • Ensure access-related analysis, planning, issues and incidents are documented and, as appropriate shared across countries.

 

About you

To be successful in this role we expect you to have a minimum 5 years of working experience in a similar position with an international NGO or UN agency. Moreover, we also expect the following:

Required

  • Master’s degree in a social science or other relevant subject area or comparable practical experience.
  • Demonstrated knowledge in International Humanitarian Law and human rights.
  • Proven ability to develop and implement effective and contextualized access-related guidance, systems and tools.
  • Experience with information gathering, analysis and report writing, as well as information management.
  • Experience designing and delivering trainings.
  • Experience working in hostile or hazardous environments.
  • Excellent written and spoken English required.

Desirable

  • Experience working in North Africa is desirable.
  • Fluency in French or Arabic a distinct advantage.

We offer

Contract length: 12 months

Band: F

Designation of Duty Station: Family/ non- accompanied.

Start date: 18th of January 2021.
