Context:

Under the overall supervision of the Chief of Mission of IOM Libya and direct supervision of the Programme Coordinator (Data Management) based in Tripoli, Libya CO, and in close coordination with the Deputy Chief of Mission and Senior Programme Development and Donor Relation Officer and Regional Research Officer & Regional Data Hub at the Regional Office (RO) for Middle East and North Africa (MENA) in Cairo, as well as the relevant departments at IOM Headquarters (HQ), the Research Officer will be responsible for framing of research design and identifying new areas for research undertaken by IOM Libya Country Office (CO) in line with IOM’s Global Migration Data Strategy.

Core Functions / Responsibilities:

  1. Contribute to the development and provide technical develop support for the policy-relevant research on migration and contribute to IOM’s regular research publications (such as the World Migration Report, Sustainable Development Goals (SDGs) reports, reports related to the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM).
  2. Serve as Focal Point for Libya CO’s initiatives with relation to migration policies, responding to external and internal queries and fulfilling internal reporting requirements
  3. Based on findings of the Displacement Tracking Matrix (DTM) reports, as well as consultations with Libya CO’s Programme Managers, Senior Management and the Project Development and Support Unit (PDSU), identify and frame new research questions and design studies to address them in line with Libya CO’s policy interests.
  4. Provide support and guidance to Programme Managers in developing and implementing projects, activities and strategies with research components, and ensure the quality control of the research produced by Libya CO.
  5. Prepare draft reports and write identified sections of Libya CO’s policy and strategy documents, regular research briefing notes and draft documents in support of meetings on Migration, with partners, donors and other regional organization.
  6. Support the DTM programme with quantitative and qualitative research activities relating to current humanitarian and displacement situation in Libya.
  7. Attend the monthly research coordination meetings with RO Cairo, attend any other research meetings with Libyan stakeholders, and follow up on any relevant request
  8. Promote the adoption, application and measurement of the gender and human rights perspective and promote the incorporation of the gender perspective in the elaboration pf reports and knowledge management products
  9. Contribute to outreach and relationship building with local and international researchers, academics, policymakers, practitioners, and other interested parties working on migration related issues in Libya.
  10. Support the organization of appropriate trainings and workshops with Implementing Partners and staff on issues related to research with an aim to promote, introduce, and strengthen understanding of the importance of research as well as increasing research capacity of research bodies, including universities.
  11. Coordinate closely with the Government Liaison Officer of Libya CO to ensure the development of close working relations with the Research Focal Point of Ministry of Foreign Affairs (MFA) and facilitate governmental research institutions.
  12. With a focus on research, assist in identification of new programme/project possibilities consistent with expressed Government’s needs and in accordance with IOM’s mandate and strategy in Libya and MENA region; on this basis, assist in the formulation/development of project proposals.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, Migration and Migration Research, Social Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in research, with a good knowledge of quantitative and qualitative research methods;
  • Experience producing visibility materials, publications, reports and other documents; and,
  • Experience in qualitative and quantitative data analysis; and using statistical software such as SPSS, STATA, Python or R.

Skills

  • Advance drafting reports and editing skills;
  • Good knowledge of migration-issues;
  • Good knowledge of the Middle East and North Africa region is an advantage; and,
  • Capacity to effectively apply knowledge of migration issues within organizational context

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
