Background

The Institute for Peace and Security Studies (IPSS) of Addis Ababa University is a prominent Institute for higher education, research and policy dialogues on peace and security in Africa. Established in 2007, it ranks among the top 46 educational establishments and think tanks in Sub-Saharan Africa, according to the Global Go to Think Tank Index Reports. IPSS serves as the Secretariat of the Tana High-Level Forum on Security in Africa and was also selected as the Center of Excellence for Post Conflict Societies by the African Research Universities Alliance (ARUA) in 2017. Moreover, the Institute runs the Africa Peace and Security Programme (APSP), a joint initiative with the African Union, which is mandated by the African Union’s Executive Council to take up the intellectual challenge of finding African-led solutions to peace and security in Africa. IPSS intends to make a substantive contribution to the contemporary discourse on peace and security on the African continent, and, more specifically, to assist the African Union (AU) and Regional Economic Communities (RECs)/Regional Mechanisms (RMs) in the development of evidence-based and actionable policy options. The Institute also partners with other stakeholders such as the European Union (EU) in conducting research in Africa, aimed at centring the African perspective on African studies.

Position Purpose The purpose of this assignment will be to produce three reports on EU mediation efforts in Libya and the Horn of Africa.

Key Responsibilities

Drawing on a literature review on implications of regional fragmentation for crisis and conflict, the Researcher is expected to:

  • Develop a report that proves how regional fragmentation is a major constraining factor to the EU mediation efforts in Libya.
  • Develop a report that proves how regional fragmentation is a major constraining factor to the EU mediation efforts in the Horn of Africa.
  • Ensure the reports are delivered according to the proposed structure.
  • Revise the reports according to the Senior Researcher’s feedback.
  • Participate in meetings, workshops and other requirements related to the Project and the focus areas.
  • Revise and resubmit both reports if the draft does not fulfil the quality standards.

To develop the reports, the Researcher is specifically requested to:

  • Research on conflict dynamics, causes, actors, interventions by the EU and their impacts in Libya and the Horn of Africa.
  • Collect data and analyse how regional fragmentation is a major constraining factor to the EU mediation efforts in Libya and the Horn of Africa.

Required Qualifications and Experience

  • Minimum MA in Social Sciences, preferably in Peace and Conflict Studies, Political Science, Global Studies, Development Studies or any other related field of study.
  • Excellent knowledge of the African development landscape in the field of peace and security.
  • Excellent writing and research skills.
  • Excellent knowledge of ICT tools for data collection.
  • Excellent written and verbal communication skills in English
  • Minimum three-year work experience in similar research activities. Prior research work on Libya and the Horn of Africa is an added advantage.
  • High academic performance is an added advantage.
