Position Title: Roving GBV Case Manager.

Position Reports to: GBV Specialist.

Field Site: Tripoli, with regular visits to Misurata and Benghazi -(50% Travel).

Date Needed: 8th, March 2020.

 

Essential Job Duties/Scope Of Work:

Under the direct supervision of GBV Specialist, Roving GBV Case Manager, will oversee the GBV activities, provide case supervision to GBV Mobile Social Workers (MSW), ensure service mappings and area−based referral pathways in place and use. Roving GBV Case Manager will conduct regular monthly visits to each project sites where the mobile case management is available, represent IMC at area−based technical coordination meetings, meet with the NGO and UN counterparts to strengthen the referrals to IMC and the coordinated response.

Case Management:

  • Ensure professional and confidential case management services to GBV survivors are in line with IMC’s Minimum Standards.
  • Ensure GBV MSWs documenting client information by filling the consent and intake forms on GBV Information Management System + (GBVIMS+), and ensure confidential and safe data storage.
  • Ensure GBV MSWs accurately and timely updating case files of the clients on GBVIMS+.
  • Oversee the area−based service mapping and the safe referral pathways and mechanisms in place with both internally with medical and MHPSS departments and externally with other service providers (cash assistance, livelihood, safe space activities, legal aid, child protection).
  • Hold weekly case discussion meetings held with Roving GBV Case Manager and GBV Specialist.
  • Lead regular coordination meetings with medical and mental health departments to strengthen the holistic case management approach at the field.
  • Report the identified concerns related to adherence to GBV referral protocols and GBV guiding principles to GBV Specialist.
  • Ensure the phones and tablets used by the MSWs functioning properly.
  • Conduct regular spot−checks for ensuring the counselling provided in private and confidential spaces and no confidential information kept on the devices accessible without password.
  • Support GBV Specialist for developing and updating the Mobile GBV Case Management SOPs.

Capacity Building:

  • Deliver technical trainings for the non−specialized workers (IMC Staff) on GBV, GBV referral pathways and mechanisms, and safe reporting and data.

Outreach, Community Engagement, and Coordination:

  • Review the mapped outreach areas and the materials of community awareness sessions on sexual and reproductive health, GBV, and hygiene to be conducted jointly with medical and mental health.
  • Support MHPSS team for men’s and boys’ inclusion in GBV prevention and response in wider catchment areas.
  • Work closely with medical and mental health specialist to develop IEC materials GBV messages embedded in.
  • Coordinate with other humanitarian NGOs to conduct awareness sessions for their staff and for the target community visiting their.
  • Support GBV Specialist for developing and updating the Mobile GBV Outreach Strategies.

Monitoring, Reporting, and Assessment:

  • Provide timely inputs for monthly, quarterly and annual donor reports.
  • Provide inputs in the indicator plans and work plans as needed.
  • Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews with key informants, and focus group discussions with informants, and focus group discussions with beneficiaries.
  • Update the weekly schedules of MSWs for site visits and outreach activities and share it with the line manager and program department.
  • Share regular progress reports about the achievements and challenges in implementation of the activities with the line manager.
  • Regularly review the case files on GBVIMS+ and provide timely and sound feedback to MSWs.

Human Resource Management

  • Manage GBV MSWs’ day−to−day activities.
  • Monitor their performances and conduct regular performance reviews.
  • Manage their leave requests, and keep a leave tracker.
  • Ensure the staff adheres IMC’s Code of Conduct and PSEA policies.
  • Support GBV Specialist and Program Department for the new recruitment, and their orientation.
  • Monitor and assess the capacity development needs of the supervised staff.
  • Train, mentor, and monitor the supervised staff.
  • Ensure the logistical support to the GBV Team at site.

Undertake all other duties that may be requested by the line−manager and that are compatible with the job.

Qualifications:

Essential qualifications:

  • Bachelor’s degree in relevant field − law, social work, social sciences, public health, preferred.
  • At least 2 year of relevant experience with social work, legal counselling, social protection, or case management in humanitarian or development settings (master’s degree in the mentioned fields can be accepted as 1 year of experience).
  • Experience with remote staff management.
  • Having worked in a hardship areaƒ environment.
  • Willing to travel to remote areas and able to travel regularly to project sites.
  • Able to lead, train, supervise, facilitate and motivate the underlings in their respective tasks in a professional, respectful and supportive manner.
  • Experience in participatory approach and community outreach is desired.
  • Clear understanding of gender, abuse of power, violence against women, sexual violence.
  • Understanding of the wellbeing of women and girls, and supporting their healing after the experience of violence.
  • Understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery.
  • Excellent understanding of and ability to maintain confidentiality and respect for beneficiaries.
  • Commitment to promote women and girls’ rights and stop GBV.
  • Basic computer skills including Microsoft Word.
  • Willing to work in hardship areas.
  • Very strong communication skills, with good understanding of relevant cross−cultural and sensitive issues and ability to gain trust and to build relationships with local authorities and new communities.
  • Strict adherence to Humanitarian and Protection Standards, and GBV Guiding Principles, as well as organizational policies including Code of Conduct and Protection from Sexual Exploitation and Abuse.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment.
  • Flexible with working hours.
  • Strong analytical skills and able to handle pressure well.
  • Fluency in BOTH Arabic and English required.
