Background on ACTED:

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff. ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment
The position function is under the authority of the Country Director and Country Safety Manager. The Safety and Access Officer is assigned to serve as a safety focal point in the allocated area of responsibility (Benghazi) and manage ACTED safety activities in consultation with Base Managers and Department Heads in field locations. He/she is responsible to ensure the ACTED Country Safety Plan, Safety SOPs and ACTED safety rules are adhered to country wide.
He/she also responsible to ensure a regular safety and access communication is maintained between ACTED offices in Libya and the office in Tunis.
FUNCTIONS
1. Personal Attributes
• Past safety and protection experience and/or training (must have the ability to have this verified)
• Strong ability in written and oral communication in English
• Proficient in Microsoft Word and Excel with ability to quickly learn to use other software systems when necessary
• Ability to plan and manage own time
• High levels of self-motivation, personal initiative and be a good problem solver.
• Extremely high levels of honesty, integrity and loyalty.
• Ability to follow instructions and work well under pressure with a positive attitude.
• Attention to detail, organised and disciplined with set priorities.
• Excellent knowledge of local areas, with the ability to liaise with local actors/personalities
• A willingness to travel to remote and potentially insecure areas.

2. Staff/Program and Premises Safety:
• Make sure All international and national staff must comply with safety procedures and instructions as defined by ACTED Libya.
• Secures ACTED premises, personnel and equipment. Inspecting the office compound, access points and entry/exit gates.
• Ensures ACTED compounds are safe and secure, fences and gates are strong enough and maintained to prevent unauthorized entries.
• Ensure Security Guards understand their responsibilities and are present 24/7
• Takes appropriate security/safety measures to limit and mitigate the security/safety risk of ACTED premises.
• Monitors on a regular basis that ACTED offices and GH’s are well equipped with fire extinguishers, first aid kits and emergency contact lists.
• Ensures security guards have access to basic security equipment (torch, mobile phone + charger, credit and ACTED emergency contact list).
• Ensures a safe area for fleet parking, if applicable and or available.
• Conduct security assessments of new ACTED program locations in your area of responsibility.
• Identify any safe exit routes, should it be necessary to evacuate any ACTED premises.
3. Transport/movement Safety and Security:
• Ensure, in consultation with logistics, that all vehicles are equipped with fire extinguishers, first aid kits and ACTED emergency numbers. if not, report and rectify.
• Ensure all car seat belts are in working order and staff members follow all safety instruction whilst in vehicles.
• Coordinate and monitor staff movement in the field, in coordination with LOG and liaison officers and Program Teams.
• Ensure to coordinate all travel outside Benghazi should be planned and prepared in advance
4. Communication/Reporting:
• Ensure staff in the area of responsibility are always updated on the security situation, by e-mail, SMS or other existing communication means.
• Always maintain solid communication with staff, other stakeholders and value any information, no matter how trivial and pass to direct supervisor (CSM)
• Ensure all types of communications equipment is available and fully serviceable
• Coordinate with local actors and attend any meetings in order to gain further information and network.
Investigate, collate information and report incidents of any nature to the CSM
• Provide new staff with security briefings and updates and ensure that all staff follow security procedures.
5. Capacity building:
• Identify with the support of Base Management any security and safety training for staff.
• Ensure all staff are aware of ACTED Country Safety Plan, Country Safety Context and ACTED Standard Operating Procedures (SOP’s).
Qualifications:
- At least 3 years experience in a similar role, preferable with NGOs.
- Ability to read,write and speak English and provide written assessments when required.
- Strong communication skills, team player and experience managing a team.
- ability to work with all departments within the NGO structure and provide sound and regular safety advice.
- ability to provide safety briefings to all staff new and present to the working environment of ACTED and REACH areas.
- Ability to plan and track team movements.
- ability to negotiate with authority for access.
- Proficiency of Excel, Word and all Microsoft office and experience with report writing.
- Run simulation drills in safety such as Medical First Aid , Fire training and personal safety. To include Security access management and training of Guards.
