The European Union (EU) is a union of 27 countries. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to Libya – temporarily relocated to Tunisia in view of the current situation in Libya – represents the European Union (EU) in Libya. It works closely with all concerned stakeholders in Libya, in the EU and in the International community. The EU Delegation raises awareness on European concerns and policies, supports efforts towards Libya’s stability and democratic transition and promotes a stronger partnership between the EU and Libya. It also manages the funding of stabilization and cooperation actions as well as humanitarian assistance for vulnerable groups in Libya. The EU plays an important role in diplomacy and works to foster stability, security and prosperity, democracy, fundamental freedoms and the rule of law at international level.
We offer
We offer a carrier within an international environment in a post of secretary to the Operations section of the EU Delegation to Libya. The EU Delegation’s size is over 30 people (a gender balanced team). The temporary place of employment is Tunis.
Under this post the successful candidate will provide secretarial support to the Operations section and will also contribute to support the EU Delegation Administration under the supervision and responsibility of the relevant managers. The main tasks will cover the support to the Operation staff such as notes drafting, documents filing, organization of meetings, preparation of documents for meetings, note taking, organization of missions, organization of contacts lists. In addition, according to needs and situation, the recruited staff will ensure the EU Delegation reception and switchboard tasks (management of telephone calls, reception duties), the mail handling (Collection, distribution and dispatch at the Central Mail Service) and others administrative support such as the updating of external contact list and staff list and the organization of stationary.
The contract is for one year, renewable. The starting basic monthly salary is 1.576,000 TND. In addition, benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.
Selection criteria
Minimum Requirements:
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Fluent in Arabic and English (Minimum B2 level);
- Post-secondary education (secretary, administration, …)
- At least 3 years working experience in secretarial management/administration
The following will be considered assets:
- Knowledge of French is an advantage ;
- Excellent oral and written presentation skills;
- IT skills ;
- Administrative and secretarial support skills demonstrated in previous experiences;
- Ability to build and maintain positive working relationships with colleagues, national counterparts, donor agencies, other stakeholders and ability to adapt well in a multi-cultural environment;
- Personal initiative and ability to focus on priorities and meet deadlines.

The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which include an interview. During this phase, the Selection Committee will assess the suitability of the candidates for the post.
The candidates who have not been short-listed will not be contacted individually.
The recruitment will take place only after a conclusive medical examination.
