Org. Setting and Reporting

This position is located within the Integrated Security Section of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief Security Adviser (CSA) and will report directly to the Deputy Security Adviser (DSA) on the coordination of UNSMIL Protective Services

On 15 September 2020, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) for one year, through resolution 2542 (2020). The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Under the direct supervision of the DSA, the incumbent performs the following functions:

• Advises the CSA and DSA on close protection operations of the mission.
• Responsible for developing the standard operating procedures and security risk assessments within which the Close Protection Units will deploy.
• Assists the Unit in identification and the deployment of close protection assets required to support the travel Senior United Nations Officials in locations where complex operations are deployed; develops and maintains the effective monitoring of close protection operations.
• Assists in determining the requirement for personal protection measures to be provided to the Senior United Nations Officials of the United Nations, at their duty station or when visiting locations which require enhanced protection coordination and makes recommendations to the CSA through DSA.
• Liaise with the office of the Protectee, to obtain personal protection profiles and ensures they are maintained, accurate and up to date.
• When required, Liaises with Member States’ law enforcement agencies in order to ensure effective security arrangements.
• Liaises with expert institutions and organizations in the field of close protection in order to keep abreast of innovations and best practices.
• Provides enhanced protection coordination in regard of the close protection of SUNO, if and when required.
• Monitor and oversee the travel of key SUNO as it relates to their security.
• Coordinates the delivery of threat and risk assessments in support of close protection security initiatives.
• Identify sources of information with the UN organization to be used in gathering data in support of threat analysis.
• Carries out administrative responsibilities related to the Unit including programme planning, budget development, financial monitoring of close protection assets.
• Closely monitor and review of close protection officers’ qualifications and makes recommendations on training as necessary.
• Performs other duties as tasked by the CSA and DSA.

Education

An advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with two additional years of qualifying experience in military, police or security management. Completion of an international, national or commercial close protection training is required. UNDSS certification of the following is desirable: Security Certification Programme (SCP) and Close Protection Officers Course (CPOC).

Work Experience

A minimum of five years of progressively responsible experience in close protection within governmental special services, military, police or security organizations (national or international) is required.
A minimum three years of experience in close protection management at least at the level of a close protection team leader within governmental special services, military, police or security organizations (national or international) is required.
At least two years of experience and exposure at the international level is required.
At least one year of experience in a conflict and post-conflict environment is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is a desirable.
