Context | The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Libya since 2005. GIZ has been carrying out projects on behalf of the German Government since 2011, apart from in 2014 due to the civil war. In view of the fragile security situation in the country, GIZ’s Libya Programme is managing these projects from Tunisia for the time being. GIZ runs an office in Tripoli for the work on the ground.
In this context, GIZ Libya is looking for a Security Risk Management Advisor to be based in Tripoli – Libya. |
Tasks of the Security Risk Management Advisor

With guidance from the International Security Risk Management Advisor, the SRMA is expected to perform the following tasks:
· Acts as a Coordinator between the Int. Security Risk Management Advisor, the head of programme, country director and the international and national staff on safety and security topics · Responsible for planning, developing and implementing security plans, security assessments, security programs such as Emergency Response and Crisis Management · Establishment and maintaining of security systems and procedures (e.g. SOPs, tracking etc.). · Provides security incident reports/Situation reports and periodic updates to GIZ Libya staff and management (including international SRMA). · Maintaining, and expanding a security-relevant network in order to provide comprehensive information on the security situation. · Represents GIZ and liaise with national/international (all security-relevant) organizations (UN, INGO, NGO), humanitarian actors, and government officials (if applicable) in Tripoli/Libya. · Advises the GIZ International SRMA in the negotiations to obtain access to operational areas with authorities. · Supports and advises the GIZ Tripoli office with establishing a trust relationship with actors who control/oversee access to GIZ AO (liaising with decision and opinion makers, civil society). · Follows up on mission requests and regularly updates the online spreadsheet. · Supports the organisation of assessment visits in security-sensitive areas (networking, road analysis, preparation of roadmaps, etc.), led by international or national staff; as far as areas are accessible according to GIZ rules & regulations · Contributes to the elaboration / experimentation of adapted access modalities in security-sensitive areas (e.g. delocalised teams, innovative forms of partnerships, etc.). · Monitors all procedures for overland travel movement outside Tripoli (including tracking). · Ensures together with the head of programme/country director that project vehicles are maintained and drivers are trained (if applicable). · Ensures operational condition for alternative communication equipment. Arranges communication checks together with the German Embassy if applicable. · Establishes and update a comprehensive contact list / absence list. · Implements a mandatory security briefing for new arrival staff and/or consultants in Libya. · Focal person in security meetings and security coordination committees in Tripoli. · Provides site assessments for office and private facilities according to GIZ tools. · Prepares the context and security section of the monthly situation report (SitRep). · Prepares ad hoc reports / briefings on security, context or access issues (including maps). · Drafts Weekly Security Reports (BWSR) and Initial Incident Reports (IIR) in liaison with the international SRMA. · Regularly update the online database of security incidents that may impact on GIZ programmes or pose a threat to staff in Libya. · Updates and develops Standard Operating Procedures on risk mitigation measures in Libya in liaison with the International SRMA. · Supports in Emergency response when needed (lockdown monitoring, staff care etc.) · Technical supervision of Guard personnel (duty roaster etc.). · Technical supervision of Drivers in coordination with the International SRMA. · Is the focal point with the security company contracted by the GIZ.

Required qualifications | · Higher education; university degree in defense and security, and/or logistics or IT (also political science, international relations and/or military background are assets). |
Professional experience
|
· At least 5 years of professional working experience preferably in a similar position and/or security management environment.
· Minimum 3-5 years of experience in working in challenging environment. Working in the Security/risk consulting area is an asset. |
Other knowledge, additional competences
|
· Good working knowledge of ICT technologies and computer applications (e.g. MS Office, Excel)
· Good analytical skills and knowledge of information gathering and processing · Excellent knowledge of the Libyan context · Disposition to travel extensively (up to 50%) · Excellent command of oral and written English & Arabic (French is an asset). · Excellent communication/reporting skills. · Ability to work independently. · Reputation of integrity, credibility and firmness. · Demonstrated decision-making capacity. · Excellent personnel management competence. · Good working knowledge of modern communication systems (telephone, fax, e-mail, internet, sat phones, VHF, Skype). · Excellent organizational, planning, time-management skills and self-discipline. · Ability to function well in a multi-cultural environment.

The Security Risk Management Advisor will
· be based in the GIZ office in Tripoli and in the Libya Program Office in Tunis on demand. · must regularly travel to the selected municipalities for the development and implementation of the risk analyses and assessment. · must engage with stakeholders on international, national and municipal level. |
