Terms of Reference:

1. General Background:
The Senior Community-Based Protection Assistant normally reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures, and practices in protection delivery in line with international standards and provides functional protection support. The Senior Community-Based Protection Assistant provides quality, timely and effective protection support to refugees and asylum seekers by identifying opportunities to mainstream protection methodologies and safeguards in operational responses. The Senior Community-Based Protection Assistant also ensures that refugees and asylum seekers are involved in making decisions that affects them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern and other colleagues.

To achieve the job requirements, the incumbent will have to rely on technological awareness in data recording and reporting. They will also have to have good drafting and analytical skills to report on the situation of individual POCs and identify trends. The incumbent will have to have good verbal communication skills as well, to enable effective counseling, with previous experience in counseling in a humanitarian setting with refugees of concern to UNHCR.

This is a multi-functional position, which will mostly entail from the incumbent to respond to tasks and undertake associated tasks with the enhancement of overall CBP efforts, both of mobile and the static nature. They will also respond to queries received through social media and instant messaging as well as other sources as needed to ensure proper counselling and communication with communities.

2. Purpose and Scope of Assignment:
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional, and managerial competencies and UNHCR’s core values of professionalism, integrity, and respect for diversity.

In undertaking the tasks of this position, the incumbent will:

1.Support overall CBP and outreach work, including supporting Communication with Communities and Accountability to Affected People efforts by responding to callers on the UNHCR Community-Based Protection Hotline.

2.Support with crowd management and control at the community day center and registration center.

3. Engage in outreach field and home visits to monitor protection risks and identify needs.

4.facilitate and foster two-way communication channels including facilitating thematic focus-group discussions and consultation sessions with refugee communities using participatory approach to inform UNHCR programs.

The overall of the tasks entail responding to calls, queries and identify needs, providing counseling, conducting effective referrals, and reporting on progress. The incumbent will also have a role in supporting community-based care arrangements, provision of in-kind assistance, and conduct individual case management assessments when needed. The incumbent has a role in reporting findings and contributing to the overall work of the CBP unit and team reports on weekly and annual basis.

3. Monitoring and Progress Controls:
Daily, Weekly and Monthly reports to the Supervisor.
– Final report due 31 December 2024
– Final Evaluation: The final evaluation will be carried out by the Supervisor.

4. Qualifications and Experience:

Required education /experience:
Two years of relevant experience with High School Diploma; or one-year relevant work experience with Bachelor or equivalent or higher in the following field: Development Studies; Human Rights; Community development /Social Work; Social Science; Political Science; International Law.

Qualifications:
• Knowledge of the Libya context and understanding of refugee response.
• Good analytical and soft skill experience, with good management of MS Office.
• Experience in Protection monitoring and counselling, Age, Gender and Diversity and participatory approaches.
• Knowledge of assessment tools and methods, including operating on software such as, but not limited to KOBO toolbox.
• Experience in operating hotlines, managing crowd control and provision of counselling on services.
• Minimum of 6 months experience in the humanitarian field and engagement with refugees.
• Minimum of 6 months experience in crowd control and site management, outreach, and field work.
• Experience in individual case management assessments is an added value.
• Familiarity with UNHCR systems including RAIS and ProGres is an added value.
