Assignment area: Sabha, including missions within Libya and trainings in Tunis according to CEFA needs.

About the Job
Overall Purpose of the Job: The Senior Field Officer is responsible to directly follow the activities in Sabha and will support & coach the junior field officers. He will contribute to carry out the activities related to the actions data collection, follow up the supplies and rehabilitations, trainings, visibility, ect.
Tasks:
All the following tasks will be carried out under the supervision of the Sabha Base Coordinator and the Project Manager, under the overall responsibility of the Head of Mission of CEFA in Libya:
- Support the Sabha Base Coordinator in the overall management and implementation of CEFA’s operations in Sabha and other municipalities in the South West of Libya (staff management, internal coordination, activities’ implementation, external relations, supervision of monitoring and evaluation; finance, logistics and security of the Sabha Office);
- In coordination with the field staff and based on a constant evaluation of the daily activities in the targeted municipalities, inform the Sabha Base coordinator and the senior management, suggest modifications and improvements of implementation methodology, staff composition, assets and equipment, etc.; identify bottlenecks or problems at the field level, report them and advance possible solutions;
- In coordination with partners, implementing partners, consultants and local suppliers, follow-up and monitor activities to ensure the correct implementation of the project;
- Oversee and coach three junior field officers (responsible of activities implementation in the municipalities in the South West of Libya), monitor their activities in the municipalities and organize coordination meeting;
- Act as a focal point for the Municipality of Sabha, establish and maintain contacts with other actors involved in the implementation process (local authorities, beneficiaries and their representatives, other humanitarian organizations, etc.) and report their information and requests to the Project Manager;
- Represent CEFA, participate to external coordination meetings, and support the management of information related to the CEFA activities on the field with partners and local stakeholders;
- Constantly coordinate with the Junior Field Officers and organize coordination meetings to share updates on project activities, individuate difficulties and best practices;
- Communicate permanently with target communities to provide them with information on the project, the risks involved, possibilities, etc.; participate to the creation of a Multi-Stakeholders group in the community of Sabha; organize awareness campaigns and support the awareness officer; be responsible for post action monitoring;
- Assist PM in the preparation of MoU with communities and local authorities or agreements with beneficiaries;
- Ensure the implementation of the activities is carried out in line with the established security measures and in compliance with CEFA and donor-specific guidelines; timely report incidents and difficulties to senior management and provide solutions or suggestions for improvement;
- Collect communication material and ensure the visibility measures (when appropriate); responsible for public visibility of the project;
- Always maintain professional attitude and relations, high ethical standards in line with CEFA principles/rules and standards of conduct.
- Undertake other logistic or administrative tasks upon PM’s request.
Required:
Experience and technical competencies:
- Minimum 2-3 years of working experience with an international NGO, UN Agencies, and around 2 years in field-based project management and activities’ implementation capacity.
- Proficient in skills (MS-Excel, MS-Word, Outlook, etc.).
- Able to work with tight deadlines and under minimum supervision.
- Excellent Communication and Organizational skills.
- Excellent Team Building and Team Working Competencies.
Education:
- Bachelor’s or Master’s degree in international development/relations, development studies, project management, economics, public/business administration or other related disciplines;
Languages:
- English and Arabic required.
