- Provide technical leadership on the design and supervision of the implementation of:
- Labor market-related assessments and private sector engagement
- Private sector development activities, including entrepreneurship skills trainings, Micro-Small-Medium Enterprises (MSMEs) business development services, such as such as incubators and accelerator programs, and supporting access to basic financial services
- Any cash/voucher-related components of the project, including cash feasibility assessments, determining transfer amounts, selecting appropriate delivery mechanisms, contracting financial service providers, developing and enforcing appropriate programmatic and operational SOPs and coordination with the Cash and Markets Working Group
- Cultivating and maintaining technical partnerships with private and public sector actors, including employers, financial service providers, vocational training institutions and business service providers
- Livelihoods-related aspects of monitoring and evaluation efforts, including client feedback mechanisms, and programmatic adjustments as needed
- Oversee high-quality and collaborative relationships with local implementing partners, and play leading role in capacity sharing initiatives
- Regular communication and coordination with the Chief of Party and key home office staff on technical and project management issues, and to ensure that project activities are implemented in accordance with IRC’s best practices for Economic Recovery and Development programming; Manage the economic growth and trade team and strengthen the technical capacity of staff to implement high quality livelihood programs;
- Conduct regular visits to IRC and partner project sites, as possible, to provide technical assistance and ensure proper implementation and monitoring of project activities;
- Produce inputs to monthly, quarterly, semi-annual and annual reports for the Chief of Party and donors, as needed.
- Advanced degree (PhD or MA) from an accredited university in business, or related field;
- At least seven years’ experience managing technical assistance for economic development, livelihoods, or cash-based programming, with at least four years of experience with work specifically in crisis or conflict-affected contexts is required, preferably in the Middle East/Northern Africa and/or Libya.
- Significant prior experience with entrepreneurship training and business startup and development activities, vocational training/employment services, financial inclusion and/or women’s economic empowerment programming
- Experience in technical tools and materials development, monitoring and evaluation, and assessments and/or research in relation to livelihoods, economic development and trade is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired;
- Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;
- Experience working vulnerable populations, including women and youth, is highly desired;
- Background and experience with gender-focused programming preferred;
- Strong communication skills, both oral and written;
- Fluency in English and Arabic required.
