JOB OVERVIEW/SUMMARY:
Working in close coordination with and under the direct supervision of the Protection Manager, the Senior WPE Officer is responsible for supporting the day to day management of protection activities in Tripoli; support the Protection Manager in capacity building efforts and provision of support to staff; budget management. The main role of the Senior WPE officer is to provide ongoing supervision, capacity building and technical support to the Case Workers and Community Outreach Workers and ensure they provide quality, timely, compassionate and confidential services to target clients. She/He feedbacks regularly to the Protection Manager, identify successes, challenges and proposes solutions for improvement of quality Protection services in the areas of responsibility.
The Senior WPE Officer is responsible for supporting the Protection Manager in the oversight of activities implemented in Protection areas of responsibility. This includes:
- Working with caseworkers to ensure that psychosocial activities- case management are planned, implemented, and monitored;
- Working with community outreach workers to ensure that community mobilization activities – outreach visits and community-based activities are planned, implemented, and monitored;
- With the technical guidance of the Protection Manager, draft capacity-building strategies through organizing and/or facilitating trainings among team members;
- Ensuring there is a Center-based or community-based operational plan in place that addresses operational hours, dignity kit distributions;
- Convening weekly planning sessions with site-based team members in order to debrief and plan program activities.
In addition, the Senior WPE Officer is responsible for compiling Protection program data and trends in order to:
- Contribute to quality database;
- Inform Protection program monitoring and evaluation plans;
- Effectively represent the Protection program at GBV Working Groups, Protection Working Groups, and other area-based coordination meetings.
MAJOR RESPONSIBILITIES:
Program Management:
- In collaboration with the Protection team, develop operational Center and Mobile Team plans that include staffing and a schedule of psychosocial and outreach activities to be conducted;
- In collaboration with caseworkers and community outreach workers, organize work-plans for outreach workers that addresses work schedules, responsibilities, and training/support activities;
- Maintain database of refugee settlements and migrants in work area, and activities conducted in these work areas;
- Monitor GBV referrals made in her/his work area;
- Update and maintain referral lists and contacts for relevant organizations in the work area;
- In collaboration with the Protection Manager, craft emergency response and contingency plans to adapt to rapid changes in the work area.
Team Support and Supervision
- Hold regular planning and debriefing sessions with team members on a weekly basis
- Hold monthly individual sessions with team members to review job description, monitor job performance, and provide support as required.
- In collaboration with the Protection Manager facilitate or organize trainings that support technical skills of staff.
- Support the overseight and monitoring of capacity building and support plans for team members
Documentation and reporting
- Ensure that attendance records and other reporting tools are implemented and provided to the Reporting and Information Assistant on an agreed upon schedule;
- Monitor data collection to ensure that staff collect data in safe and ethical ways;
- Review all cases files on a monthly basis, and ensure that all forms are completed and filed accurately;
- Ensure that all staff prepare weekly and monthly data and narrative reports;
- Compile weekly and monthly reports to provide information on trends, challenges, and activities to the Protection Manager;
- Update the monitoring and quality database on a regular basis and submit to the Protection Manager according to an agreed upon schedule;
Coordination and referrals
- Meets on a regular basis with other services providers and ensure quality, open and smooth coordination with them;
- Act as main focal point for referral of non-GBV cases and protection concerns within the area of responsibility
- Represent PRoL/WPE at Protection Sector Working Group, GBV Working Group, Mixed Migration Working Group and other coordinatoom forums as directed by the Protection Manager.
- Coordinate work with other PRoL/GBV service providers and other humanitarian actors in Tripoli area of responsibility.
KEY WORKING RELATIONSHIPS:
Position Reports to: Protection Manager
Indirect/Technical Reporting: Protection Coordinator
Position directly Supervises: Case Workers and WPE Officer.
Position works with: Reporting and Information Assistant.
Key Internal Contacts: Other IRC Libya Programs and Department such as Health.
JOB REQUIREMENTS:
- University degree in social sciences (i.e. social work, counseling, sociology, psychology, gender studies, human rights, etc.).
- At least 3 years of experience in working in the social sector, particularly with Refugee or migrant women.
- Experience supervising psychosocial programs, providing psychosocial support or case management, and/or working on gender based violence (GBV) and women’s empowerment.
- Experience supervising and supporting employees.
- Strong belief in and commitment to human rights and gender equality.
- Strong understanding of case management principles, procedures, and practices, psychosocial support and life skills programming to promote survivor healing and recovery.
- Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
- Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills.
- Ability to use good judgment when making decisions and to take accountability for decisions made.
- Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
- Good interpersonal skills including ability to gain trust and build relationships.
- Ability to handle multiple tasks; proven self-initiative and problem solving abilities.
- FluentArabic; good knowledge of English.
- Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
