Job Overview

Overall purpose of the role: The Shelter Assistant will primarily support the effective implementation of shelter activities for vulnerable populations including; migrant and refugees, Libyan Internally Displaced Persons (IDPs) and returnee communities.  The Shelter Assistant will directly guide the implementation of shelter activities within the targeted areas. Responsibilities may include but not limited to 1) identifying stakeholders, 2) Support needs assessments and gaps/beneficiaries  identification (using DRC tools and guidelines) as well as providing technical input related to shelter response, 3) Liaise with stakeholders to secure activity permissions and agreements with coordination with shelter manager, 4) Monitor shelter implementation using standardized assessment tools/checklists with coordination with shelter coordinator, and 5) submitting progress reports and conducting regular visits to where the intervention taken place within Nafousa mountain. To this end, The Shelter Assistant supports technical efforts during an emergency and/or protracted crises assisting the supervisor in ensuring that shelter standards and best practices are met. Your main duties and responsibilities will be:

 

 

Responsibilities:

Programming.

  • Serve as DRC focal point for project activities in the target community, and support project implementation through the project cycle in line with DRC guidelines.
  • Support the technical assessments and digital data gathering of project locations.
  • Provide technical inputs into activities design and ensure new or adapted projects for the Shelter and Infrastructure sector focus on maximizing efficiencies, impact and integrated approaches. This includes all aspects of the project cycle management and project planning – including but not limited; to budgeting, work planning, procurement planning.
  • Conduct needs assessment and discussions with community stakeholders to identify essential gaps within the given criteria.
  • Ensure community engagement and ensure continual and consistent sharing of information with beneficiary/authority stakeholders where applicable and with corrdination with Shelter manager.
  • Support in the market analysis of locally available construction materials and skills, promoting the use of local capacity as appropriate as well as Liaising with external vendors  and conducting monitoring  activites to ensure shlter activites are aligned with the approved scope.
  •  Provide updated information as required to shelter coordinator/and shelter Manager on the status of the activites.
  • Uphold the professional standards related to the provision of humanitarian assistance, as well as DRC’s Code of Conduct, and ensure their compliance within project activities.
  • Promote accountability to the affected populations by the establishment and maintainance of accountability mechanisms within the shelter activites, and by ensuring a continual sharing of information with beneficiary/authority stakeholders.
  • Procurement: Support Logistics/Procurement team with sourcing of suppliers in target community if necessary.
  • Other: In coordination with the Support Department, advise DRC on the relevant governmental organizations and line Ministries with whom to coordinate project activities (all components including shelter activites); ensure that DRC has the necessary local authority and access permissions before commencing work.

  • Any other activities assigned by the Shelter Manager.

 

 

About you

To be successful in this role we expect you to have a University Degree in the field of civil engineering or a related field. Moreover, we also expect the following:

 

Experience and technical competencies:

  • At least 3 years of experience in project implementation on the field preferably with an INGO/or NGO providing humanitarian shelter/infrastructure assistance in practical house construction (construction planning and management of ongoing projects).
  • Prior experience with engineering operations, logistics and/or small-scale infrastructure projects.
  • Willingness to participate in regular field-related activities in urban areas (outside the office)
  • Ability to travel and work for specific period in other locations within Nafousa mountain region and Tripoli, also abroad for training and workshops.
  • Self-motivated, able to take initiative, resilient and able to supervise day to day activities.
  • High-level of computer literacy (experience with mobile data management tools preferred), and able to use Engineering software such as AutoCad.
  • Demonstrated experience conducting outreach/liaison with national/community stakeholders and CSOs; or experience engaging in stakeholder consultation forums

Strong community-based experience / volunteering experienced with charity/outreach organizations;

Desirable

  • Fluency in written and spoken English and Arabic.

We offer

Type of Contract: National.

Contract length: 3 Months – Extendable.

Salary Band: I level.

Designation of Duty Station: Yefren- Libya.
