Job Overview
The Shelter & Infrastructure coordinator will provide technical of shelter and infrastructure projects for vulnerable populations including; migrant and refugees, Libyan Internally Displaced Persons (IDPs) and returnee communities. The coordinator is responsible for ensuring engineering input into all the aspects of the Shelter and Infrastructure program in Libya. The role therefore includes accountable for assessment reports, staff supervision, monitoring and reporting of activities, coordination with internal program team, partners and key stakeholders with coordination with Shelter Manager.
Responsibilities:
Programming:
- Support the technical assessments and digital data gathering of project locations.
- Coordination of Shelter and Infrastructure interventions dependent on the needs. These can include but are not limited to Non-Food Item (NFI) distributions, constructed projects using incentive labour, contracted engineering works and support to routine operation and maintenance of infrastructure.
- Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
- Provide technical inputs into activities design and ensure new or adapted projects for the Shelter and Infrastructure sector focus on maximizing efficiencies, impact and integrated approaches. This includes all aspects of the project cycle management and project planning – including but not limited; to budgeting, work planning, procurement planning.
- Analyse the appropriateness, adequacy and potential impact Shelter and Infrastructure sector based on known contexts and need.
- With the Shelter and Infrastructure Manager, develop key engineering documentation for projects, including Bill of Quantities, Scope of Works, Technical designs and other relevant information.
- Liaise with Shelter & Infrastructure staff on a regular basis to ensure technical assistance is provided to projects when needed.
- Accountable for ensuring that agreed work plans and tasks set by Shelter manager are implemented accordingly.
Representation and coordination :
- Externally, with coordination with Shelter Manager, ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on Shelter and Infrastructure.
- Internally, close coordination with other team sectors like Protection/Site management team where relevant.
Operations:
- Work together with the DRC support sectors, including regular meetings with the Support Services teams, including HR, finance and the supply chain teams, for all Shelter and Infrastructure activities.
- Work closely with the logistics dept, to ensure adequate management and coordination of all shelter stock and warehousing requests for materials and kits and plan their distributions accordingly;
About you :
- At least 5 years of experience in project implementation on the field preferably with an INGO/or NGO providing humanitarian shelter/infrastructure assistance in practical house construction (construction planning and management of ongoing projects), with proven team supervision experience.
- Prior experience with engineering operations, logistics and/or small-scale infrastructure projects.
- Willingness to participate in regular field-related activities in urban areas (outside the office)
- Ability to travel and work for specific period in other locations instead of Tripoli (i.e. Nafousa mountain, Az Zawiya) also abroad for training and workshops.
- Self-motivated, able to take initiative, resilient and able to supervise day to day activities with the project team.
- High-level of computer literacy (experience with mobile data management tools preferred), and able to review and revise shop drawing plans (i.e AutoCad drawing)
- Ability to coordinate and supervise staff and project activities.
We are also expecting:
- University Degree in the field of civil engineering or a related field.
- Fluency in written and spoken English and Arabic

Contract length: 3 months with possibility of extention
Designation of Duty Station: Tripoli, Libya.
