SRH OFFICER Libya (Local Post) X 2 Positions

Duty Station: Rural Sabha, Main duty station will be in the Field (PHCCs) in Rural Sabha and surrounding areas

Please note, applicants must be based in or around the Sabha area

Starting Date: As soon as possible

Duration of Contract: 6 Month with the possibility to renew.

Reporting Lines/Line Management: SRHR Adviser

Purpose of the Role

This position will take the lead in the integration of sexual reproductive health (SRH) as part of CARE’s Program) Improving health resilience of rural communities & primary health care) and response activities.

The SRH Officer will ensure that the Minimal Initial Service Package (MISP) for Reproductive Health (RH) is integrated into the SRH/health activities at the national level.

The MISP aims to prevent mortality and morbidity of mothers and newborns through the provision of clean delivery kits, referrals to existing quality emergency obstetric care (EmOC) services, family planning services, HIV/AIDS prevention activities, prevention and management of sexual violence as well as planning for comprehensive SRH services.

The SRH Officer will lead and support assessments, with data collection at PHCC on GBV and oversee other service delivery goals at PHCC/PHCI being undertaken by ACF. Management, implementation, training, and interagency coordination with groups such as the health cluster, RH working group, and GBV working groups at field level.

The SRH Officer will also closely collaborate and coordinate with all other SRH team members and link the development of Global Health Cluster guidelines and tools.

Main Duties and Responsibilities

Assessment

  • Collect data on key SRH in different PHCCs in rural Tripoli.
  • Provide SRH services to beneficiaries in field. (ANC-PNC-Family planning- STIs management neonatal care).

Program Development and Quality within the Field

  • Implement and coordinate with ACF on SRH services at PHCC and orient the PHCC staff on SRH protocols
  • Develop strategy for integrating SRH services in the PHCCs.

Management and Implementation

  • In collaboration with the SRH adviser, the SRH Officer will manage and provide SRH component of CARE’s program, ensuring that it is appropriately integrated and implemented in PHCCs.

Coordination and implementation of the MISP:

  • In cooperation with the SRH adviser the SRH Officer will conduct comprehensive MISP training to PHCCs staffs and secondary as well as tertiary health care staff (MOH Staff) to facilitate the implementation of MISP in the Field.

Coordinate and implementation of SRMNCAH Protocol

  • Engage with PHCI to strengthen the existing training curriculum around the SRMNCAH care module, including on updated protocols.
  • Work in collaboration with the SRH Adviser to Train health care providers and staff for SRMNCAH implementation in PHCCs and referral centers.
  • Work with SRH Adviser to develop comprehensive capacity building training programs for SRH that include.
  • Provision of health services that provide family planning, maternal and newborn care, emergency obstetric and neonatal services, HIV/AIDS and STI management
  • Appropriate prevention and response for survivors of GBV
  • Links with the program approach; designing activities to challenge
    gender and social norms that positively affect the reproductive health of the target population.

Community and Women empowerment programs

  • Organize women’s groups or mother’s groups sessions at the PHCCs.
  • Sharing in the activities that work against women violence And gender norms in the community
  • Community-based health awareness at PHCCs to support the adaption of health behavior and standards of Quality of care.
  • CHW model at PHCCs; explain the important roles of CHWs in awareness activity at PHCCs to improve health system.

Well-developed written and oral communication skills. Able to communicate clearly and with sensitivity when engaging with stakeholders as a representative of CARE. This includes effective negotiation and representation skills.

telecommunication skills as well as proficiency in information technology/ computer skills.

Able to make decisions with competent analytical and problem-solving abilities

Technical Competencies required

· SRH field work experience, preferably as an obstetrician and gynecologist with 2-3 years experiences.
· medical degree, or related degree with emphasis on reproductive health
· Previous experience in NGOs (1 year minimum )
· Capacity to develop, implement and analyze health assessments, develop and implement work plans.
· Skills in training, monitoring and evaluation of health interventions.
· Strong writing skills and report writing

· Strong knowledge of MISP and implementation requirements and must have completed and certified in MISP module.
