Action Against Hunger is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare.
In Libya, AAH is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its projects, AAH is looking to reinforce its team with profiles in lines with the following requirement and job description:

Overall purpose of the position | · Management of AAH’s facilities at the Sabha base and of the supervision and coordination of the support departments (logistics, finance, administration & HR) to ensure the smooth implementation of activities and respect of AAH procedures.
· Until the Field Coordinator (FC) is not present in the Field office (to be recruited as the operation grows), the BM will coordinate with the Program Manager Sabha in representing AAH with local authorities and stakeholders. · Ensure security and safety procedures are in place within the Field of interventions with support from the Security Officer. |

Objective 1: General management of the base |
- Ensure maintenance of the premises in the Field, offering an adequate working environment;
- Supervise the support department for the efficient fulfilment of their duties in the Field;
- Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination;
- Report and clarify any work-related issues and challenges to the FC in timely manner;
- Respect time including to work, meetings, deadlines and other reasonable requests;
- Maintain a good team spirit and stimulating working environment amongst staff and colleagues;
- Undertake any other tasks as reasonably assigned by the FC.
Objective 2 : Supervision of support departments |
- Supervision of support departments (Admin-HR, Logistics, Finance and Security/Liaison) in their daily work including but not limited to reporting and follow-up tools and files, coordinating with all relevant departments both at the field and capital levels;
- Review, check all administrative docs i.e. contracts, bills, vouchers, etc., and after FC approval, sign the necessary documents only according to authorization in place;
- Assist the support departments in their interactions with the program teams to ensure smooth implementation of project activities and any other tasks run in the Field (e.g. filing of compliance documents);
- Assist the FC in coordinating the support part of the weekly planning (logistic, finance and HR) for all activities on a weekly basis;
- In the absence of the FC from the Field office, maintain strong communication with capital heads of support departments and Field offices in terms of management and implementation of standards, procedures and other systems established within the mission;
- Ensure the work of the support team work is compliant with AAH internal manuals and procedures, conduct regular check to identify possible gaps or breach in procedure, follow-up and advise on necessary training and support needed at the field office level;
- Maintain constant and fluid communication with the FC on all matters regarding the Field office and sub-office (if one exists);
- Assist in recruitment process of support staff under the direct supervision of the FC and BM, as well as provide inputs for the recruitment of program staff in the absence of the PM from the Field office;
- Lead appraisal process for staff under his/her direct supervision.
Objective 3 : AAH representation |
- The Base manager assists the FC and CD in their role of representation with authorities (formal and informal) and other stakeholders in the Fields of intervention.
- Contribute to the establishment and strengthening of relations with authorities (formal and informal) to ensure safe operations and movements of all AAH staff in the Fields of intervention;
- Participate in general coordination meetings to ensure constructive visibility of the organization with local authorities
- Liaise with government authorities, community groups and humanitarian/development actors (both local and international) at the local and national levels to increase the impact of AAH’s operations and facilitate the implementation of the organisation’s operations
Objective 4 : Internal Coordination and relations with other departments |
- In the absence of the FC from the Field office, chair and actively participate in required internal coordination meetings (weekly Field meeting, weekly FLAT meeting, monthly Field meeting, monthly coordination meeting, etc.), resulting in clear outputs (e.g. weekly plans);
- Actively follow up on recommendations and action plans put in place during the abovementioned meetings;
- Work to ensure smooth and efficient coordination between MEAL, program teams and support departments in all project activities;
- Tightly collaborate with the programme manager and project managers to be informed immediately of any deadlocks and challenges impairing projects implementation and progress, communicate suggested solutions to the FC and follow up on their implementation;
- Liaise and communicate with other AAH Fields to share lessons learnt and good practices.
Objective 5 : Security and Safety |
In the absence of the Field coordinator from the base and in close coordination with her/him:
- Actively lead the resolution of security and safety incidents involving AAH in the Field (in particular in the absence of the FC from the Field office), in coordination with all relevant stakeholders, including by maintaining constant contact with AAH staff involved if any.
- Monitor the security situation in the Field, and report security and safety incidents as laid out in the Country Safety and Security Plan, including by making a rapid report to coordination and the Security and Liaison Officer;
- With the support and in coordination of the Security and Liaison Officer, liaise with local authorities (formal and informal) to ensure safe access of program teams to the Fields of operations, and solve security incidents arising in the field as efficiently as possible;
- In coordination with the Security and Liaison Officer, follow up and report to FC on staff’s adherence to security and safety rules in the office, and the implementation of all other provisions from the Security and Safety Plan in the Field;
- Contribute with suggestions and inputs to the continuous update and improvement of AAH’s security posture in the Field.
