Your main duties and responsibilities will be:
Main responsibilities
Overall Objectives (scope)
- Help ensure that DRC’s Fleet, Warehousing and Procurement policies, systems and guidelines are implemented, used and adhered to.
- Provide logistics support to the program staff as required.
- Travel within Yefren when requested
- Maintain safety of property
Fleet Management:
- Arrange the vehicles movements for national and international staff in Yefren and around based on DRC safety procedures and roles.
- Ensures the safe operation of the fleet through daily check of vehicles, regularly check for the generator.
- Ensure that all DRC Yefren rented vehicles and generators are regularly serviced.
- Ensure proper recording with regular follow up on fleet management (e.g. log books, fuel consumption, fuel monitoring reports…etc.) according to DRC’s Logistics guide line.
- Ensure that DRC/DDG Tripoli vehicles are equipped with all the safety equipment (e.g. fire extinguisher, first aid kit, visibility vest)
- Ensuring that there is roster schedule for drivers working hours and shifts of duties
- Liaise with Supply Chain Assistant/Supply Chain Team Leader on any issues with regards to the vehicles and generators.
- Follow up the proper recording on fleet management (e.g. log books, fuel consumption, fuel monitoring reports…etc.) according to DRC’s Logistics guide line, in a regularly bases.
Assets /warehousing:
- Responsible for locally purchased goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities, with projects teams coordination
- Tagging all new procured assets and make sure they are listed in the asset inventory list (assets database) at the time of procurement.
- Organize and rearrange the goods/equipment in the warehouse and the office stores.
- Produce stock movement reports according to DRC reporting policy and formats.
- Maintain and update the inventory list (assets database).
- Ensure proper recording with regular follow up on warehousing management (e.g. Bin cards, Stock Cards, Goods Issued Voucher, Warehouse Register Book -etc.) according to DRC’s Logistics guideline.
Procurement:
- Responsible for locally purchased goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities, with projects teams coordination.
- Update and follow up orders database (procurement table) for Yefreni office according the DRC procurement policy.
- Update and follow up the supplier database for Yefren office and market analysis.
- Support the supply chain team in Tripoli of collecting quotations,and submitted the procurement documents to the suppliers.
- Ensure that DRC procurement procedures and processes are followed in the DRC Tripoli office including filing and archives are in use and maintained according to the DRC and project-specific regulations.
Premises Management:
- Together with the Supply Chain Team Leader, ensure that Office is in good condition and full maintenance is carried out.
Human Resources
- Assisting in Performance Reviews for Supply Chain Staff in Yefren.
As Specialist the post-holder is responsible for the following:
• Responsible for providing specialized knowledge and operational know-how within a specific discipline
• May also have technical line responsibilities, but generally on technical or operational matters
Required
Minimum 3 years’ working experience in Supply Chain with at least 2 years in a senior Supply Resources management role within an NGO
• Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
• Extensive knowledge on local labor law
• Excellent skills in handling and advising on complex people management issues
• Experience in developing Human Resources strategies and policies, and driving implementation
• Experience using an online system for recruitments
• Full professional proficiency in English
