The German Government owned Organisation for International Cooperation (GIZ) started the implementation of the project “Employment Promotion and Economic Development in Libya”, commissioned by the German Federal Ministry of Economic Development and Cooperation (BMZ), in June 2018.

The project’s political partner is the Libyan Ministry of Labour and Capacity Building (MoL). It aims to improve the opportunities for income-generating employment for youths, women and vulnerable groups. The project works in three key areas: (1) Design and implementation of capacity building measures (innovative models for employment-generating qualification) (2) Improvement of the service offer for start ups and micro and small enterprises (3) Transition from training/education to work.

 

The project has to achieve its objectives with a number of indicators reflecting quantitative (number of persons brought into jobs, number of persons reached/trained) and qualitative (better working conditions) achievements in terms of employment. The project’s beneficiaries are young male and female job seekers. Disadvantaged people, such as internally displaced persons (IDPs) or casualties of war, are also included. The project is also aimed at start-ups and owners of micro and small enterprises as well as the employees of these companies.

 

The project’s capacity development strategy addresses the following levels: (a) At the level of individuals, entrepreneurs are equipped with skills to expand and professionalise their economic activities. Start-ups are strengthened in their technical and business skills. The skills of teachers and trainers from training institutions are updated. (b) At the level of organisations, governmental and non-governmental implementing partners are strengthened at local and national level in their capacity to be proactive and in their role as advisors and multipliers. (c) At policy level partners are encouraged to identify ways for an improve start-up and business climate.

 

Apart from the MoL, the project cooperates with the National Board for Technical and Vocational Education and Training (TVET), selected educational and training institutions, selected municipalities, business service providers as well as NGOs.

 

Due to the current conflict situation, the project is managed remotely.

 

Tasks of the

Technical Advisor

With guidance from the international expert team, the Technical Advisor is expected to perform the following tasks:

 

–         Keep close contact with partner organisations of the SI MENA project and follow up on their activities

–         Assess new training fields and areas of support with the aim of bringing young people in jobs

–         Identify the needs for further training of trainers (ToT), identify suitable partners to ensure the ToT, prepare the terms of reference and organise the ToT

–         Assess the needs for training equipment and identify suitable suppliers

–         Participate in the annual planning workshop of the project

–        Follow-up on the graduates of the support measures implemented by the SI MENA project (final beneficiaries of technical training, career guidance counselling, entrepreneurship training) through meetings, phone calls or other means of communication;

–        In cooperation with the staff of the GIZ health project contact partner organisations in the health system (e.g., Ministry of Health, health training institutions) and education institutions in the TVE sector (technician training) and collect information and data relevant to design the new GIZ project

–        Prepare short write-ups on the information needed

–        Identify contact partners, organise meetings and workshops for the international appraisal team, participate in the meetings/workshops

–        Closely coordinate with the head of project based in Tunis

–        Closely coordinate with the Economic Advisor of the project in Libya, the head of the Libya Programme in Tripoli and the team members based in Tunis

–        Ensure written translations from Arabic in English and vice versa

–        Fulfil other tasks relevant for the project progress and success

–        The position holder must be prepared to undertake travels to the West and South of Libya and, when the security situation allows, also to the East of Libya. In addition, he/she must be prepared to undertake regular travels to Tunis if the pandemic and security situation allows.

Qualifications and Professional experience

 

The necessary qualifications for the position of the Technical Advisor within the programme are:

 

·         Holder of a university degree in economics, social or political sciences or of a degree in a technical field (at least Bachelor’s degree)

·         At least five years of working experience as advisor; experience in institutions and/or ministries in relevant fields and/or with other donors; 3 years of working experience in the private sector; professional experience in entrepreneurship, SME promotion and technical and vocational education and training (TVET)

 

Other knowledge, additional competences

 

·         Fluent in Arabic (writing, speaking) and English (writing, speaking)

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

·         Team player, social competence, good communicator

·         Prepared to participate in further trainings

 

  The Advisor will

·         be based in the GIZ office in Tripoli

·         be prepared to undertake travels to the West and South of Libya and, when the security situation allows, also to the East of Libya

·         have to travel abroad on missions and for training.
