Mission and objectives

In January 2023, UNOPS North Africa Office is going to start the project ‘Building the capacities for plastic waste management in the ‘Greater Tripoli’ area’ in Libya.

Context

The project goal is to pilot an inclusive and circular business model engaging communities, private businesses and local authorities to promote collection, recycling and re-introduction of high-quality plastic that will be recycled into new products. By focusing on plastic waste management, this project intends to tackle environmental, employment and economic sustainability concerns: plastic waste management will be an entry point to reduce environmental pollution, create new jobs/employment opportunities and promote adoption of circular business models in Libya. The project will be implemented as a small-scale pilot initiative in the following municipalities in Tripoli district: – Municipality of Souq Al Joum’aa; – Municipality of Abu-Salim; – Municipality of Tripoli Centre. The project will last 30 months and accompany target stakeholders across the entire plastic waste cycle, from the community engagement in plastic waste sorting at source and collection, to the support to private sector operators to introduce and operate mature recycling technologies, to the improvement of know-how of target municipalities’ staff. The initiative will be led and coordinated by UNOPS, and implemented in cooperation with UN Habitat.].

Task description

The UNV Technical Senior Officer – Environmental will act as the substantive lead and subject matter expert for the project. Under the direct supervision of the Senior Project Manager, the Technical Expert will be responsible for the following tasks: – Provide subject matter advise on plastic recycling, and all related aspects within the plastic value chain (from first sorting through collection, recycling and reuse for manufacturing purposes), as well as circular economy to the project team, the governance bodies and the wider stakeholders throughout the entire project implementation; – Take technical leadership and be main responsible for carrying out the plastic value chain assessment in the target municipalities, with specific focus on private sector involvement and capacities in plastic recycling, including: definition of the assessment’s detailed scope and methodology, identification of relevant stakeholders to be consulted, execution of the assessment through stakeholders consultation, findings analysis and drafting of the assessment report; – Support the selection of local civil society organizations that will be involved in the project; – Provide technical guidance, inputs and supervision to capacity development activities devoted to local civil society organizations; – Provide technical guidance, inputs and supervision to waste sorting awareness raising campaigns carried out in target municipalities; – Take technical leadership in the selection process of private companies engaged in the plastic value chain that will be involved in the project, including assessment of their operating capacities, facilities, equipment, as well as technical and business capacity development needs; – Provide technical guidance, inputs and supervision to capacity development activities devoted to private companies, including expansion of customers basis in the Mediterranean region; – Provide technical guidance and support to the procurement process related to the supply of plastic recycling equipment; – Participate in regular meetings with local CSOs and private companies to provide quality control from a subject matter point of view and advice on their performance with regards to substantive issues; – Provide ad hoc inputs and support to capacity development activities devoted to target municipalities staff, in coordination with experts from UN Habitat; – Support continuous dialogue and hands-on work with all stakeholders involved in the project (the Donor, Ministry of Local Government, municipalities staff, private companies, local CSOs) by providing technical inputs and advice; – Support the decision making process of the Project Management Board by providing technical inputs and advice; – Provide subject matter advice and guidance to the monitoring, evaluation, accountability and learning efforts of the project; – Act as subject matter advisor to the project’s communications efforts and contribute to the production of communications efforts (press releases, op eds, press conferences, workshops, donor briefings etc); – Support the liaison between UNOPS and key subject matter stakeholders, as well as other international organizations engaged in waste management/ circular economy initiatives in Libya.

Requirements

Required experience

15 years of experience in waste management and recycling, circular economy, environmental management, environmental engineering. – 1 year of experience working on matters related to municipal waste/ waste management, circular economy, with related to working on development projects, preferably in a field setting; – Demonstrated solid understanding of waste management and recycling processes, preferably with focus on plastic waste and private sector role, their links to circular economy and relevance to sustainable development is desirable; – Knowledge of plastic recycling technologies and processes is desirable; – Demonstrated experience of supporting/ working with private sector actors, preferably with focus on improving quality, competitiveness and sustainability of their products and services, is desirable; – Knowledge of plastic waste/ plastic materials innovations (e.g. new processes or technologies for the recovery and recycling of waste, business models and PPPs, ecodesign of products or services, reusability of products, new application of recycled materials) is desirable; – Demonstrated capacity to assess critical factors related to the successful development of urban waste management projects (e.g. waste characterization, availability of project site, risks, etc.), including business cases and pre-feasibility studies, is desirable; – Knowledge of decentralisation processes and/ or local authority capacity development dynamics is desirable.
