Handicap International is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programs in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

COUNTRY CONTEXT AND WORKING ENVIRONMENT
Today, Libya is a complex environment in which vulnerability emerges in “pockets”, depending on the condition of the each person and family, their geographical and socio-economic situation and other, more cultural factors. Many actors are making tangible efforts to include the most vulnerable and isolated persons and families, but these efforts should be more concerted and stronger links could be established with Libyan institutions. For the most part, positive outcomes for better inclusiveness are deeply depending on each actor’s willingness and commitment.
HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;
Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
From July 2020, HI also started a one-year project in partnership with UNDP, which aims to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.
HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. Given the recent events and increase in EO related accidents, HI has also resumed its EORE activities in greater Tripoli since end of 2020.
Finally, HI is getting engaged in Inclusive Humanitarian Action (IHA), through a modest but essential small scale projet. Inclusive Humanitarian Action (IHA) is a transversal approach by essence, concerning all sectors of humanitarian intervention and which deepens protection mainstreaming efforts. It applies to all phases of a humanitarian crisis and all types of emergency contexts, such as armed conflict, and protracted crises. This project aims to lay the groundwork for a more robust and collectively embraced approach to a more inclusive humanitarian response in Libya.
DESCRIPTION OF THE MISSION/PROJECT

Building on its ongoing intervention across several victim assistance pillars, and in line with the Victim Assistance Roadmap for Libya (designed by UNMAS), HI is in process of launching two victim assistance data collection projects in Libya aiming at improving assistance to EO victims in Libya, with ground pilot activities in Tripoli and surroundings, as well as cross-cutting ones with an anticipated nation-wide impact:
- 1 multi-phase project aiming at developing, facilitating and monitoring field casualty and victim data collection and case management among stakeholders, with the first phase to be funded by the CDCS (French Ministry of Foreign Affairs, upon confirmation of availability of funding);
- 1 project funded by the Norway Ministry of Foreign Affairs, aiming at :
- Gaining greater understanding and improving awareness on the availability of services adapted to the needs of people critically injured by EO, survivors and other persons with disabilities, their families and affected communities, in order to reduce informational barriers to access them ;
- Raising awareness on the situation of people critically injured by EO, survivors people with disabilities and people otherwise impacted by the conflict in Libya, in order to promote inclusive humanitarian assistance and response to their needs.
OBJECTIVES OF THE POSITION
Working under the overall responsibility of the Country Manager, and directly under the supervision of the Victim Assistance Project Manager, the VA Project Officer will provide key support to the Project Manager in the roll-out and implementation of project activities. He/she will work closely with the project team members and technical advisors and collaborate with partners, counterparts and stakeholders in ensuring project outputs are of the highest quality and that expected results are achieved in a timely and efficient manner.
JOB DESCRIPTION
General mission:
- To contribute to a smooth and timely functioning of HI’s operations in West Libya, by ensuring smooth internal coordination between departments (support services, operations, information management) at field offices level (Misrata and Tripoli bases) and by maintaining a strong line of communication between HI’s Area offices and HI Libya Coordination team based in Tunis, by raising awareness about and facilitating the resolution of key operational, finance, HR, logistics, or security-related issues that may arise in the field;
- To ensure external representation of HI at area level vis à vis local and national stakeholders, such as authorities, institutions, donors, sectoral coordination, technical working groups, other agencies and INGOs, CSOs, , traditional authorities and leaders, as well as with beneficiaries.
- To monitor and analyse context developments in his/her geographical area, in order to identify operational risks and opportunities, and proposes actions to the country director.
- By delegation from the Country Director and in close collaboration with the Safety Advisor, to follow-up closely the security and safety management in west Libya, and – to a certain extent – take accurate decisions for the safety and protection of the base staff
RESPONSIBILITIES
- Project Management
- Consolidate and review the weekly planning according to the project objectives and priorities, and taking into account security rules;
- Ensure the action plans of field teams of data collectors are clearly identified and in line with the operational strategy;
- Plan, prepare and lead project team meetings;
- Monitor each team and monitor their work progress plan;
- Participate to the design and dissemination of tailored Information, Education and Communication (IEC) materials to support the activities, including identification of new IEC needs;
- Ensure systematic and proper filling of all project related forms and tools;
- Plan & organize internal or external training in collaboration with PM, as per identified needs.
- Monitoring
- Monitor the project activities, proper application of HI tools and methodology through regular field visits and report on the actions done and/or difficulties encountered;
- Ensure that issues identified through the monitoring process are brought to the attention of the PM and addressed accordingly (quality assurance reports);
- Ensure the project meets its objectives and maximise the impact of activities;
- Team Management/Human Resources
- Directly manage and support the project teams of data collectors on a daily basis, ensuring they are able to reach their weekly objectives;
- Participate in various stages of recruitment in collaboration with the PM and the support services department (job profiles, tests, interviews and selection);
- Contribute to the development of content and training materials to train team members to the methods, procedures and approaches relating to the project;
- Identify additional staff training needs and assist in the development and delivery of in-house training when appropriate;
- Develop Individual Action Plans and set objectives for each team member under direct line management and ensure that all staff receives regular supervision and performance management;
- With the support services department, ensure that personnel record keeping systems are maintained and monitored, including staff quotas, records of sickness/absences and annual leave, and other records as necessary;
- Ensure security and safety procedures are followed by project staff as outlined by the PM, and report any incidents or violations following the HI security protocol;
- Ensure smooth communication and liaison among the project teams, other HI teams (from all sectors) working in Libya, and the support teams.
- Logistics
- Centralize all needs in equipment and materials identified by the team and coordinate with the PM and the support team to ensure they are covered;
- Ensure all HI procedures (stock, movement, security…etc.) are followed by each team member;
- Supervise the proper use of equipment and other resources within the project and by partners;
- Coordinate with the support services department to ensure that all required supplies are provided in time for the successful and timely delivery of activities.
- Reporting and analysis
- Edit weekly reports to PM;
- Write minutes of all meetings chaired or attended for capitalization;
- Ensure with the Database Operator the accuracy of the database, according to the information collected by the project teams;
- Contribute to the data analysis and provide any other report upon PM request;
- Support the PM in the performance review of the various stages of the project cycle;
- Participate in the identification and project (s) design and strategies, by sharing with the PM propositions on strategies of action to ensure a qualitative response to the needs;
- Report any specific problems that jeopardize the activities and suggest solutions.
- External representation
- On delegation of the PM, represent Handicap International in coordination meetings, bilateral meetings with stakeholders/partners, trainings, workshops, conferences and other events across Libya;
- Maintain a positive image of Handicap international at all times and in all circumstances.
- Translation
- Assist the Operation Manager and PM in translating when meeting operational staff or external actors;
- Ensure an effective translation oral and or written of project documents/meetings upon request.
- Demonstrating an ethic and professional practice
- Ensure the beneficiaries confidentiality is respected;
- Report any incident or act that causes any harm to beneficiary or to others;
- Ensure the teams interact with children with the presence of their parents or caregivers.
Note that this job description must remain flexible and may evolve according to the project’s needs and to additional tasks or changes as identified by the line manager.
As the position is involved in sensitive topics such as security or strategy, he/ she must observe absolute discretion within and outside HI.
