Job Title: Voter Outreach Advisor
Location: IFES Libya Office – Tripoli
Reports to: Country Director
Background
It is anticipated that Libya will hold one or more national electoral events in 2021 as part of its ongoing political transition. The High National Election Commission (HNEC) will be required to prepare and administer these electoral events in a challenging political environment, with potentially short lead times and limited resources.
Responsibilities
An important part of HNEC’s mandate is to ensure that the public is adequately informed about electoral processes. To Support HNEC’s efforts to raise awareness about elections and increase public engagement in electoral processes, IFES is looking to hire a full-time Voter Outreach Advisor for a one-year period, subject to renewal. The Advisor will work closely with the HNEC leadership and the HNEC Outreach Department to support the conceptualization, planning, execution and reporting of national voter outreach activities.
The Advisor will also work closely with the HNEC leadership to provide input to the design and management of outreach activities in order to ensure responsiveness to evolving needs and priorities.
This is a full-time exempt employee position with IFES based in Tripoli. The daily workplace will be the IFES office in Tripoli and the offices of HNEC.
Job Description
Technical Responsibilities:
- Provide technical assistance to the HNEC to conceptualize, plan, execute and report on public outreach activities;
- Support the design and development of HNEC’s voter education messaging informing all voters – including women, youth, persons with disabilities and ethnic minorities – of their political and electoral rights, and encourage them to participate in the elections;
- Develop content and manage HNEC social media platforms such as Facebook and Twitter to promote the work of HNEC with regular, engaging and informative updates;
- Build relationships with civil society organizations to further promote electoral awareness and engage youth and women in the electoral process;
- Leverage the newly completed HNEC Media Center to host events and activities that engage various stakeholders in the electoral process;
- Participate in the implementation of HNEC activities aimed at increasing the level of information available to voters, including young people, women, illiterate persons, and individuals with low reading proficiency;
- Build the capacity of HNEC public outreach staff in the use of innovative outreach tools and media such as social media, radio, podcasts, YouTube videos, and cultural events to reach voters from all parts of Libyan society and raise awareness and interest in elections;
- Develop educational materials, including posters and audio-visual segments for TV and radio;
Administrative Duties
- Coordinate closely with IFES Libya staff on program components;
- Contribute to weekly reports submitted to IFES HQ, providing updates on program activities, progress, and challenges; outreach activities; relevant events in the field; support required from IFES/HQ; and activities planned for the coming period;
- Ensure the highest quality of program monitoring, evaluation, reporting, and communications;
- Produce high quality deliverables, including a final report highlighting activities carried out and results achieved and recommendations.
Other Duties
- Perform other duties as assigned at the direction of the Country Director.
Requirements
- Diploma or equivalent in mass communications, marketing, elections or relevant field;
- Five years of relevant experience;
- Written and spoken fluency in English and Arabic; and
- Authorization to work in Libya
