Project description | The German Government owned Organization for International Cooperation (GIZ) starts the implementation of the project “Promotion of youth for peaceful development in Libya” which has been commissioned by the German Ministry of Economic Development and Cooperation (BMZ). This project is cooperating with the Libyan Authority for Youth and Sports and aims to improve the political participation of young people for a peaceful development. Therefore, it supports young people in the youth sector and promote them through trainings to contribute to the political and social participation of youth. Pilot projects are used to test acquired knowledge. Successful approaches will be anchored to governmental and nongovernmental structures. The project aims to strengthen the competences of youth multipliers to implement measures of political participation and peaceful participation at the local level. people, especially young women. Additionally, the project contributes to strengthen the competencies of local administrations for the social and political participation of young people. | |
Tasks of the Youth and
Social Development Advisor
|
With guidance from the international expert team, the Social and Youth Development Advisor is expected to perform the following tasks:
• Technical and administrative contribution in planning and implementation of project activities, workshops, participatory dialogue forums, social and sport events, etc. • Support and maintain cooperative relations with political partners and cooperating NGOs/CSOs/GOs/service providers as well as coordination and harmonisation with relevant projects of other implementing organizations • Coordinate the overall cycle of project measures from the identification of relevant and feasible measures till the completion, handing-over, and evaluation. • Provide technical advice and manage the process of delivering related capacity development measures on political participation and peaceful conflict resolution measures for youth associations and local civil society organizations • Elaborate social and political youth development strategies within the partner municipalities as well as feasible initiatives and activities in accordance to our social and political youth participation approach • Support implementation of the project evaluation and monitoring system according to objectives and result orientation in close coordination with the monitoring and evaluation advisor in Tunis. • Support the preparation of regular technical and financial project reports on the implementation progress and achievements • Support in developing publications, press releases and communication materials for the external presentation of the project in coordination with our communication advisors • Ensure proper coordination, communication, consultation, and cooperation with key partners and counterparts. Build trust and, if necessary, contribute in resolving potential disputes. • Perform other tasks as necessary and as requested by Head of the Project. |
Professional experience
|
The necessary qualifications for the position of the Youth and Social Development Advisor within the programme are:
• Master’s degree in Sociology, Social Studies, Social Development, youth work, science of education, political science or similar. • At least 5-7 years of professional experience in social development projects and social work • In-depth theoretical knowledge and practical experience in the fields of youth promotion/youth participation/youth work, additional knowledge of methods and instruments of |
conflict resolution, peace development and violence prevention or decentralisation and political participation.
• Experience in the conception, preparation, implementation and documentation of social and sport events, workshops, competitions, dialogue forums, etc. • Very good knowledge of the Libyan youth and civil society sector.

competences

• Ability to conceptualize; skills in situation and context analysis; ability to identify relevant key players and establish networks between them
• Team player with high communication skills • Competencies in mediation and moderation and conflict resolution are an asset. • Proven ability to build solid and trustworthy relationships with partners at all levels • Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office) • Managerial and organizational competences • Taking initiative • Excellent verbal and written English and Arabic language abilities. German and French are an asset.

The Youth and Social Development Advisor will
• be based in the GIZ office in Tripoli • have to travel to selected municipalities for partner contact and monitoring of activities • have to travel abroad on missions and for trainings • have to engage with stakeholders on international, national and municipal level.
The partner municipalities involved in the project interventions vary from activity to activity. They are mainly situated in the South, West, and East of Libya.
