Position: Civil engineering and building maintenance
Type of contract: Employment Full term – 11 months contract renewable, with 3 months trial period

Monthly gross salary range: To be defined according to the candidate’s profile

Job description
Under the overall supervision of the Libya Program Coordinator and the Project manager (based in Tunis) & the direct supervision of National Coordinator (based in Libya), the Civil Field Engineer will support the daily management & implementation of the GVC activities in 4 different target municiplities areas in West of Libya.

Main tasks and responsibilities
The main responsibilities will include but not limited to the following:
- Supervise the definition of BoQ for rehabilitation work and equipment supplies in targeted facilities
- Provide overall technical assistance to GVC construction / maintenance projects, from their planning to their implementation & monitoring.
- Responsible to ensure that effective implementation, monitoring & supervision tools are developed & implemented.
- Responsible to ensure effective quality control systems are in place & contractor & engineering consultancy companies work in compliance with technical specifications & quality standards.
- Monitor & evaluate performance of service providers.
- Ensure all technical inputs & cost estimates related to the construction components are accurate, timely provided & included in the project proposals & budgets.
- Support the supply section in all tender exercises for the procurement of construction & consultancy services.
- Take responsibility for overall progress & use of resources.
- Identify & manage risks & initiate corrective action where necessary, so that maximum benefit to client & stakeholders is achieved.
- Prepare interim & final project & handover reports & maintain the relevant project records.
- Assist with project budgets, cash flow & obligations to ensure that deliverables are met within specified budgets.
- Certify disbursements of funds monitor & submit financial status reports to management in compliance with the pre-established requirements.
- Ensure a sound handing over of facilities to project beneficiaries.
- Supervise the work of Local partner engineer
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Computer literate – Basic MS Word, Excel, Power Point, and Project.
- Arabic native speaker.
- Proficient knowledge of spoken and written and English.
- High Diploma or University degree.
- Knowledge of procurement, tendering & contracting processes & requirements.
- Excellent & proven experience in dealing with contractors & local partners.
- Working experience in the area of preparation, implementation & monitoring of technical / (re)construction projects, methodological & calculation skills.
- Background / familiarity with an emergency.
Professional experience
- Minimum 3 years of relevant work experience, including working with INGOs / NGOs

- Good time-management and organizational skills.

- Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.
- Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times.
